Opus Bay Batam to begin phased opening in December 2026
Balmoral Tower and Marina Bay Ferry Cove are scheduled to open from December 2026, followed by Cluny Resorts and retail and leisure facilities in early 2027.

Opus Bay Batam is scheduled to begin a phased opening in December 2026, with the 493-room Balmoral Tower and Marina Bay Ferry Cove forming the first stage of the Indonesian resort development. Cluny Resorts, a 57-villa property, and the estate’s retail and leisure facilities are due to follow by early 2027.
The opening programme was set out in an announcement issued on behalf of Opus Bay in Batam on 14 October 2026. The development is part of Tuan Sing Holdings’ wider Opus Bay project, combining hospitality, housing and commercial amenities on the island.
Opus Bay Batam plans two accommodation formats
The hospitality offering, Residence on Opus Bay, will comprise Balmoral Tower and Cluny Resorts. The two properties will enter the market at different stages, rather than opening together in December.
Balmoral Tower is planned as a 35-storey hotel with 493 rooms across nine categories, ranging from studios to two-bedroom suites. The announced features include private balconies, kitchenettes, washer-dryers and an AI-powered digital concierge.
Cluny Resorts will offer 57 villas in seven categories. Sizes are expected to range from 169 square metres for a one-bedroom villa to 548 square metres for a three-bedroom Grand Villa. Most villas will have private pools, while a buggy service is planned to connect the accommodation with the promenade and ferry terminal.
Ferry terminal anchors the arrival experience
Marina Bay Ferry Cove is scheduled to open progressively alongside Balmoral Tower from December 2026. The private terminal is intended to give the estate a direct arrival point for ferry passengers, with the hotel approximately three minutes away on foot.
According to the announcement, the journey from Singapore takes about 45 minutes by ferry. Bringing the terminal and accommodation together is designed to remove the need for a separate road transfer after arrival at Opus Bay.
Retail and sports facilities to follow in 2027
The Bay Boulevard Marina Promenade is planned to cover 10,000 square metres, with close to 80 stores and dining outlets. The proposed mix includes concept stores, alfresco dining, a food hall serving local dishes and seafood, and a supermarket.
A Sports Park will add three padel courts and four pickleball courts. The announced supporting facilities include lounge and bench seating, showers and a food kiosk, with provision for both casual and competitive play.
The promenade, food hall, supermarket and Sports Park are scheduled to join Cluny Resorts by early 2027. These facilities therefore form a later part of the rollout and should not be read as confirmed amenities available at the initial December opening.
Part of Tuan Sing’s wider Batam development
Tuan Sing’s project overview describes Opus Bay as an integrated community spanning more than 125 hectares. Its proposed uses include hotels, apartments, villas, dining, retail and entertainment, placing the hospitality launch within a broader mixed-use development.
For hotel operators and travel partners, the key planning detail is the sequence of openings. The current announcement gives a December 2026 start and an early-2027 follow-on phase, but does not specify an exact opening day for each component.
